Full Journal pdf2018-04-13 House Journal Page 3251 SB 14 The following, which was held from the April 12 calendar (page 3213), was before the House in third reading: HOUSE CS FOR CS FOR SENATE BILL NO. 14(RLS) "An Act relating to transportation network companies and transportation network company drivers; and providing for an effective date." Representative Kawasaki moved and asked unanimous consent that HCS CSSB 14(RLS) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. Amendment No. 1 was offered by Representative Kawasaki: Page 1, lines 4 - 12: Delete all material and insert: "* Section 1. AS 29.35.148(c) is amended to read: (c) Notwithstanding AS 28.01.010 [OR (a) OF THIS SECTION], a municipality may by ordinance (1) [RATIFIED BY THE VOTERS IN A REGULAR MUNICIPAL ELECTION] prohibit transportation network companies from conducting activities under AS 28.23 within the municipality; or (2) regulate a transportation network company or driver in a manner that is at least as restrictive as or more restrictive than the provisions of AS 28.23. * Sec. 2. AS 29.35.148(a) and 29.35.148(b) are repealed." Renumber the following bill section accordingly. Representative Kawasaki moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Wool objected. 2018-04-13 House Journal Page 3252 Representative Kawasaki moved and asked unanimous consent to withdraw Amendment No. 1. There being no objection, it was so ordered. HCS CSSB 14(RLS) was automatically in third reading. Representative Grenn moved and asked unanimous consent to abstain from voting because of a conflict of interest. Objection was heard, and he was required to vote. The question being: "Shall HCS CSSB 14(RLS) pass the House?" The roll was taken with the following result: HCS CSSB 14(RLS) Third Reading Final Passage YEAS: 32 NAYS: 8 EXCUSED: 0 ABSENT: 0 Yeas: Chenault, Claman, Drummond, Edgmon, Foster, Gara, Grenn, Guttenberg, Johnson, Johnston, Josephson, Kawasaki, Knopp, Kopp, Kreiss-Tomkins, LeDoux, Lincoln, Millett, Ortiz, Parish, Pruitt, Reinbold, Saddler, Seaton, Spohnholz, Stutes, Sullivan-Leonard, Talerico, Tarr, Thompson, Wool, Zulkosky Nays: Birch, Eastman, Kito, Neuman, Rauscher, Tilton, Tuck, Wilson And so, HCS CSSB 14(RLS) passed the House. Representative Tuck moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. Representative Birch later gave notice of reconsideration of the vote on HCS CSSB 14(RLS), and reconsideration was taken up then.
